Income here means MAGI — adjusted gross income plus tax-exempt interest, untaxed Social Security, and excluded foreign income — for your whole tax household.

What happens at this line

Two big things live at 150%. First, it's the top of the strongest cost-sharing reduction tier: from 100–150% of FPL, silver plans are boosted to ~94% actuarial value — deductibles routinely drop to a few hundred dollars, making silver effectively better than platinum. Second, at or below 150% you get a continuous special enrollment period on HealthCare.gov — you can enroll or switch any month of the year, no life event needed.

Your required contribution at 150% is 4.19% of income — about $82/month for a single person at $23,475 — for the benchmark silver plan with those enhanced benefits attached. If your income is in this band and you're on a bronze plan, you're almost certainly making a mistake; see Bronze vs Silver.
