What happens at this line
133% of FPL is a technical seam in the subsidy formula: below it, your required contribution is a flat 2.1% of income for the benchmark plan; from 133% to 150% it slides from 3.14% to 4.19% (per IRS Rev. Proc. 2025-25). It's also the ACA statute's original Medicaid expansion line — the law says 133% plus a built-in 5% income disregard, which is why everyone talks about 138% in practice.
