What happens at this line
100% of FPL is the front door of the subsidy system. At or above this line (and up to 400%), you qualify for premium tax credits; your required contribution starts at just 2.1% of income. Below this line, the ACA assumed you'd have expanded Medicaid — true in 40 states + DC, but in the 10 non-expansion states adults below 100% can fall into the coverage gap with no help at all.
Estimating income near this line matters enormously: projecting income at 100%+ (in good faith) qualifies you for subsidies even in a non-expansion state, while a projection just below it gets you nothing there.
