Hawaii QUEST program provides comprehensive health care to Hawaii children through the age of 19 who meet certain income requirements.
Eligibility Requirements
To be eligible for coverage under QUEST program, your child must be a resident of Hawaii, U.S. citizen, U.S. national, lawful permanent resident, refugee, or citizen of the Marshall Islands, Federated States of Micronesia, or Palau. Household gross income limit should be up to 300% FPL. To qualify for the coverage, the income level for pregnant women is up to 185% of FPL. The child must be uninsured during the month of the application. Furthermore, the child must not be in a public institution and not be certified blind or disabled.

Health Plan Options
AlohaCare, HMSA, Kaiser, and Summerlin provide health coverage through QUEST plans. HMSA Children's Plan is an individual health plan offering low-cost health insurance to children ages thirty-one days to nineteen years old who are ineligible for QUEST or Medicaid Fee-for-Service.
Premium Payments, Co-Payments and Coinsurance
There is no cost under the QUEST health plans. Under the HMSA Children's Plan, the current cost is $55 per month per child.
Program Length, Enrollment and Renewal
The child is covered for one year provided the child stays in the household and doesn't get other health insurance. At the end of one year, a letter is sent to the family to renew their QUEST and Medicaid Fee-For-Service health insurance.
