More State Children’s Health Insurance Programs
The Delaware Healthy Children Program (DHCP) provides low-cost health insurance for children under the age of 19, who are currently uninsured and do not qualify for Medicaid.
Eligibility Requirements
Your children may qualify if they do not heave comprehensive health insurance, and are a resident of Delaware, a U.S. citizen or a qualified non-citizen under the age of 19. A child with more limited coverage may still be eligible for the DHCP. The plan does not provide coverage to a dependent of permanent State of Delaware employees. However, children of seasonal, casual or temporary state employees can get DHCP coverage if they meet the income guidelines. A family must meet income eligibility based on the size of your family and your gross income which is based on 200% of the federal poverty level.
Waiting Periods
There is a six month waiting period to be eligible for coverage if the child has lost health coverage. Under special circumstances such as termination of coverage due to employer, expiration of COBRA coverage, death or disability of parent, the six-month waiting period will be waived. Pre-existing conditions are not excluded.

Delaware provides a choice of different managed care plans through three Managed Care plans – Delaware Physicians Care, Inc., Unison Health Plan, and Diamond State Partners.
Premium Payments, Co-Payments and Coinsurance
There is a monthly premium depending on your household’s size and income. Most families pay $10, $15, of $25 per month. If you pay 3 months in advance the fourth month is free. There are no co-payments for most covered services and even prescription drugs are covered at 100%.
Program Length, Enrollment and Renewal
Length of the Delaware program is for 12 months. Prior to renewal a review is necessary. You will be contacted by mail to complete a new application to re-establish your child’s eligibility.
