Although Arizona was the last state in the nation to implement a Medicaid program, it has since become an innovator in its health plan programs adapted under its Medicaid program also known as Arizona Health Care Cost Containment System (AHCCCS). Through legislation brought about in 1985, the Arizona State Legislature decided to expand the offering of health care coverage through AHCCCS to self-employed individuals, small businesses with fewer than 50 employees and qualifying political subdivisions. To best serve the needs of the individuals to be covered under this legislation, funding from the Robert Woods Johnson foundation was secured and Healthcare Group of Arizona was created.
As dictated by the legislation, Healthcare Group of Arizona is a state-sponsored health plan available to qualifying Arizona businesses who have conducted business in the State of Arizona for 60 consecutive days or more and who are currently void of health care coverage and have been so for at least six months prior to their application for coverage under Healthcare Group of Arizona.
Premium rates for Healthcare Group of Arizona's health plans are community rated and are based upon age, gender and business location. Coverage under Healthcare Group of Arizona is guaranteed issue, meaning that you may not be denied coverage due to past health problems or current medical conditions. Employers are not mandated to contribute to the premium payment of health care coverage but may opt to pass the sole responsibility of payment on to his employees.
A few distinctions to be made about Healthcare Group of Arizona coverage: 1) This is not an individual health plan. This is a group health plan. 2) Although administered under AHCCCS, this is not an AHCCCS plan. Healthcare Group of Arizona is a state-sponsored health plan, specifically designed to assist the Arizona small business owner in the offering of health care benefits to his employees.

Currently, Healthcare Group of Arizona does not offer coverage in Apache, LaPaz, Mohave, and Navajo counties.
