A Utah health insurance company turned down my application because of my pre-existing condition. I was told there is such a thing as high-risk pool among states. How will I know if I qualify for this pool despite my pre-existing illness/condition?

Even if a Utah health insurance company denied your application for insurance, consider yourself lucky that your state has Utah Comprehensive Health Insurance Pool (HIPUtah). It is created to help residents with chronic medical conditions and cannot be covered by private health insurance companies.

This program also serves as Utah’s Health Insurance Portability and Accountability Act (HIPAA). This act is created to protect individuals who have just dropped their individual plan and want to get into a group health plan from higher charges of insurance companies.

You can get an HIPUtah application form online but you have to send it via postal mail as electronic application is not yet available. Review the application carefully and make sure that you have filled out all the needed information. Otherwise, the form will be returned to you thus delaying the approval process and effectivivity date, if approved. You need to send a copy of your medical records and certificate from your doctor. The medical records must indicate the diagnoses and prognoses to validate your need for HIPUtah. Wait two weeks to receive a status report of your application.

You must decide what plan to enroll. There are four calendar year deductible options. You can check online the outline of coverage, deductibles and premiums. Don’t forget to include a proof of the previous health insurance policy so you can get credit for prior insurance coverage.

Because this program is created to address special cases, the selection process is very thorough. Take note that not all applications are accepted. Applications might be rejected depending on the situation. If you are still qualified to get health insurance from private health insurance companies, chances are your HIPUtah application would be denied. Perhaps you can consult other Utah health insurance companies before applying for HIPUtah to see if they have anything to offer that you can afford.
